HR managers report receiving everything from bribes, cards and invitations to coffee from hopeful applicants –does it ever work?

It is absolutely ridiculous that one would have to send a gift just for an interview. I would hope the HR person that received that would return it to the applicant.

In my experience, the thing that impresses me the most when I am hiring most, is a sound knowledge of my organization.

I agree with Justin. On top of impressing me with the knowledge of my company is a well set out resume with relevant skills for the position. What drive me "nuts" is someone with no relevant skills whatsoever applying for a posted job vacancy, just a waste of my time. if you have the skills, I do not need a bribe to invite you for an interview.
