    Richard Roy do you know why 400k are unemployed? just restricting foreign workers is not a way to get these 400k a job. If these 400k do not have the skills required for the job they will remain unemployed even after you restrict foreign workers but in that case you will create more problems for economy restricting foreign workers. if you dont match skills with the job requirement you will have mechanic working as a doctor as there is shortage of doctors but 400k mechanics are unemployed.
