Keeping an employee focused while working

I have an employee who has great potential and shows enthusiasm at times, but is sometimes disengaged and aloof. I hear this employee arguing on the phone at times, which puts the office in a difficult position. How often should be checking up on employees, arranging stay-interviews to maintain the standards you’ve set?
